Item could be obtain ONLY by an event ? Like you win 3 any event's, you will keep the wins instead of getting the prize. Then like at the end of week, player with 3 wins (UPLOAD) screen-shoots to forum of the wining. He must be near (GM) so It proves that is not an fake winner.

Item Stat's
Increase Critical Damage - 150% maybe ?
All Stat - 50 ?
Increase Attack or HP % 50% ?
or Hits 50% ?

Well looks cool and nice but winning 3 any events is impossible because GUILD SIEGE is the only event wooooooooooooooo.
